Sting leads to 15 arrests in child sex trafficking case

Prosecutors said the suspects were told the girls were underage before arriving at a police-controlled location.

MIAMI, Fla. — Fifteen people were arrested in a two-day undercover operation in Miami after authorities said they used online platforms to seek sex with minors, the Miami-Dade State Attorney’s Office announced Friday.

The arrests came during Operation Wrong Turn, a joint effort led by the Miami-Dade State Attorney’s Office Human Trafficking Task Force and the City of Miami Police Department. Prosecutors said the operation targeted people who tried to solicit, entice or coerce minors into commercial sex. All 15 arrestees were being held without bond on human trafficking and computer-related charges, according to the state attorney’s office.

The operation ran April 22 and April 23 inside the city of Miami. Investigators said detectives posted an undercover advertisement and then exchanged text and phone messages with people who responded. During those contacts, prosecutors said, the suspects were told that the advertised people were underage girls. State Attorney Katherine Fernandez Rundle said Operation Wrong Turn showed “the importance of our collaboration with local, state and federal law enforcement agencies” against those who seek to exploit minors. She said the arrests were also meant to send a warning before major events expected to draw large crowds to South Florida.

Authorities said suspects negotiated prices and agreed to pay money for sexual acts. After a price was set, they were sent to a preset location in Miami. Prosecutors said an undercover operative posed as a pimp and took money in exchange for access to the minors. After the exchange, the suspects were directed toward the place where the minors were supposed to be, and tactical officers arrested them without incident. NBC6 reported that officers first arrested five men Wednesday night, then nine more Thursday night. The state attorney’s office said a 16-year-old was also arrested, bringing the total to 15.

The state attorney’s office identified the defendants as Carlos Adrian Flores Rojas, Creshawn Lewis Starks, Edgardo Arturo Donaire, Frank Lopez de la Rosa, Jacinto Brito Raymundo, Jonathan Testa, Jony Zele Donrizo, Josue Castanon, Kalaivanan Murugan, Mandy Gonzalez, Marvin Torres, Miles Simyon, Osinel Gonzalez Rodriguez and Roberto Guido Rojas. A 16-year-old was listed by initials. The listed birth dates ranged from 1982 to 2009. Prosecutors said one person arrested had already been identified by Homeland Security Investigations as a person of interest in a separate investigation involving suspected possession and downloading of child sexual abuse material.

The agencies involved included the City of Miami Special Investigations Section’s Narcotics Unit, the City of Miami Internet Crimes Against Children Unit, Homeland Security Investigations, Homestead police, the Florida Department of Law Enforcement, Hialeah police, Coral Gables police and Medley police. Miami Police Chief Manuel Morales said human trafficking “will not be tolerated in our community” and credited city officers and law enforcement partners for what he called a step toward protecting vulnerable people and disrupting criminal networks.

The charges listed by prosecutors include human trafficking, prohibited use of computer services and traveling to meet a minor. The cases were in their early stages Friday, and authorities did not release detailed court schedules for each defendant. Prosecutors said the Human Trafficking Task Force runs similar operations from time to time, with added focus during large events such as Formula One, the Super Bowl, Ultra and the upcoming 2026 FIFA World Cup, when the region expects heavy visitor traffic.

Police reports cited by local outlets described undercover officers posing as a mother offering two daughters, ages 13 and 15, for sexual services in exchange for money. In one arrest, a suspect repeated in Spanish that he knew what the operation was as he was taken into custody, according to the reports. Officers also reported finding 18 condoms, seven lubricants or lotions, adult toys and bondage restraints in a duffel bag tied to one suspect. Another suspect said he had not done that type of activity before and asked for forgiveness, according to the reports.

Authorities said the arrests were completed without incident and that all 15 defendants remained held without bond after the two-day operation. The next steps are expected to move through Miami-Dade courts as prosecutors file and pursue the listed charges.
