The White House’s initiative suggests a temporary cessation of hostilities, a proposal that Ukraine has already accepted, pending Russia’s formal agreement through diplomatic channels.
The United States has resumed its support for Ukraine, restarting arms shipments and intelligence sharing following an agreement on a 30-day ceasefire. However, Russia remains non-committal, stating it will consider any peace plan only after receiving an official proposal.
Negotiations appear to be the only viable path to peace, according to U.S. officials. Secretary of State Marco Rubio is set to visit Canada to collaborate with G7 allies on strategies to ensure Ukraine’s security. This comes amid widespread skepticism about Russian President Vladimir Putin’s commitment to any long-term agreements, given Russia’s history of ceasefire violations, most notably in 2019.
Despite past breaches, there is hope that the current situation might lead to a different outcome, as Russian forces have reportedly suffered significant casualties. A major hurdle in the negotiations is Russia’s demand to retain control over territories it seized early in the conflict, citing the preference of local civilians to remain under Russian governance.
These regions, predominantly Russian-speaking and integrated into Russian culture, are a focal point in the discussions. Secretary Rubio has engaged with Ukrainian officials on the sensitive issue of land concessions, yet no significant progress has been made.
