RACINE, WI — Racine police and the U.S. Marshals Fugitive Task Force are searching for Richard Raun, a 35-year-old man wanted on a child sexual assault charge in Kenosha and probation violations, authorities said.
Raun, also known as Nixon, is the latest subject of a Wisconsin’s Most Wanted search tied to southeast Wisconsin. Authorities say the case matters because it involves an alleged crime against a child, a prior prison sentence and an active effort by local police and federal marshals to take Raun into custody.
Racine Police and U.S. Marshals Task Force Officer Scott Keland said Raun has been known to law enforcement in Racine for years. “He is a nuisance,” Keland said. “We’ve been dealing with him in the city of Racine for quite a while.” Officials said Raun previously went to prison for selling cocaine. After his release, he was placed on probation, then disappeared, authorities said. In 2023, Raun was charged in Kenosha with sexually assaulting a young child. The public search was renewed May 10, when authorities released his name, alias, description and areas where he may spend time.
Authorities described Raun as 6 feet, 5 inches tall and about 180 pounds. They said he has the words “Dark Love” tattooed on his right forearm. Investigators said he is known to spend time in Racine, Kenosha and communities in northern Wisconsin. Keland said the case is a priority because of the age of the alleged victim. “We take it very serious involving a crime against children, and we’re committed to looking for him and locking him up on this,” Keland said. Officials have not publicly released details about the child, the alleged assault or the evidence in the Kenosha case.
The search links several parts of Raun’s record, according to authorities. Racine police said he has had several run-ins with law enforcement, including drug dealing and the later child sexual assault charge. The probation violation stems from his status after the earlier cocaine case, officials said. The Kenosha charge added a separate criminal case involving a young child. The U.S. Marshals Fugitive Task Force, which works with local agencies to find people wanted on warrants, is assisting Racine police in the search.
The next step in the case is Raun’s arrest. Authorities said the child sexual assault charge and probation matters remain active while officers search for him. No court appearance can move forward with Raun in custody until he is located and arrested. Officials have not said whether they believe he is staying in one place or moving between Racine, Kenosha and northern Wisconsin. They also have not released a last confirmed sighting. Keland said removing Raun from the street would be an important result for investigators. “Keeping someone like him off the street is a win for us,” he said. The search notice used Raun’s legal name and alias, and officials emphasized the forearm tattoo as a key identifying mark. The case has drawn attention because it combines a fugitive search, a child sexual assault allegation and a probation violation tied to an earlier drug conviction. Authorities have not announced any arrests or named anyone accused of helping Raun avoid law enforcement.
As of May 12, Raun remained wanted by Racine police and the U.S. Marshals Fugitive Task Force. The next milestone is his arrest and return to court on the pending Kenosha charge and probation violation matters.
