Luis Casillas was shot days before Christmas after a dispute over a $500 repair bill.
HOUSTON, TX — A Houston man has been sentenced to 40 years in prison after pleading guilty in the killing of a mechanic who was shot after a dispute over a $500 repair bill days before Christmas 2022.
Raudel Orozco, now 23, pleaded guilty in the death of Luis Manuel Casillas, a 29-year-old mechanic, husband and father of two young daughters. The sentence closes one major part of a case that drew attention because Casillas’ family said he was chased down and shot after he tried to collect payment for work on a truck. Houston police said the fatal shooting happened outside a business along the North Freeway service road.
The shooting was reported about 12:55 p.m. on Dec. 23, 2022, at 7676 North Freeway, also listed as the North Interstate 45 service road. Police said officers found Casillas with an apparent gunshot wound in a business parking lot. Paramedics took him to a hospital, where he was pronounced dead. Casillas’ relatives later said the argument began after he completed work on a truck and tried to collect $500. His sister, Sandy Casillas, said witnesses told the family that her brother ran through nearby businesses before the shooter caught up with him. “They did catch up to him, and they shot him in the head,” she said after the killing.
Houston police announced charges against three men in April 2023 after investigators said they identified suspects in the shooting. Raudel Orozco, his brother Rolando Orozco and Jody Duron were initially charged with murder in the 262nd State District Court. The Orozco brothers and Duron were arrested on April 25, 2023, by members of the Gulf Coast Violent Offenders Task Force, police said at the time. Police said the Orozcos are brothers. Later court reporting showed Duron’s murder charge was dismissed in September 2024 because of insufficient evidence. The case against Raudel Orozco moved forward and ended with his guilty plea and 40-year sentence.
Casillas’ family said the killing began with a repair job and ended with a father not coming home for Christmas. Relatives said Casillas had already bought gifts for his daughters, who were 2 and 3 at the time, and planned to use the repair payment to finish holiday shopping. Jose Casillas, his brother, said he had been in contact with him that day before the confrontation. “After that, I just received a call that my brother has been shot,” he said. The family described Casillas as a worker who helped people and was trying to provide for his wife and children.
The case moved through Harris County courts after the 2023 arrests. Police said the suspects were charged for their roles in the killing, but officials did not publicly identify all details of who fired the fatal shot in the first arrest announcement. Reporting from the case said investigators reviewed witness accounts, communications and other evidence as they built the case. With Raudel Orozco’s guilty plea, prosecutors avoided a trial against him. The 40-year sentence means he will remain in state prison for decades, though prison release rules will determine when he first becomes eligible for parole consideration.
The shooting left a visible mark on Casillas’ family, who spoke publicly in the days after his death and again as arrests followed. Sandy Casillas said the family believed several people arrived at the business before the confrontation turned deadly. She said the death changed the family’s holidays and left two children without their father. “Santa was coming with daddy, but Santa showed up, but daddy didn’t,” she said. Family members held services for Casillas later that month as investigators continued working the case.
As of Wednesday, Raudel Orozco has received a 40-year prison sentence in Casillas’ death. The remaining court matters tied to the case depend on the status of any unresolved charges against other defendants and future Harris County court settings.
